* There was no indication why Mr. Vishinsky sought the new “Hig Four

meeting but it was believed possible he wished to renew Soviet objections to holding the United Nations general assembly Sept. 23 as scheduled concurrent with the continuing Paris peace conference. At their last session, the Big Four ordered their deputies to study the mass of peace treaty amendments submitted by the 17 smaller powers in search of Big Four agreement upon them. The deputies met last night for the third time in five days. Mr. Byrnes’ speech in Stuttgart Friday to American. occupation officials and allied commanders drew great interest among the delegates. American officials here gave it a big Duildup and suggested it might contain a major policy pronouncement.
