The union had agreed to permit long haul trucks bringing food, medicine and essential items to enter the city, Groups of strikers stationed on highways turned trucks bearing non-essential cargoes away. The possibility of a milk shortage déveloped as the strike halted the shipment of containers to milk companies. Many drivers said they would not transport:non-perishable food. Major -railroads were operating under a partial freight embargo imposed by the Association of Amerjan Railroads to prevent shipments {rom piling up at terminals. The Railway Express agency also| imposed an embargo on movement of shipments between points within New York city.
