Reds Converted Aid to Own Ends, Writer Says.

Hurley resigned as ambassador to China, he charged that American foreign policy was being defeated all over the world because of our failure to couple our economic strength to our political objectives, The present case of Poland i1lustrates what ‘he was talking about. t In dealing with Poland today we are not dealing with the Polish people, or with a government of their choosing, but with a government imposed upon the country by Russia, with the conditional consent of the United States and Britain. Pact Becomes Scrap of Paper It is obvious the provisional government intends to ignore the obligations it accepted when established in order to perpetuate itself in office. Thus another Russlan agreement has become a worthless scrap of paper and the Polish people are left to the tender mercies of a Russian police state. At almost the very moment this puppet government was thumbing its nose at us, F. H. La Guardia, director general of UNRRA, was visiting the country. Consistently Hostile
| Poland has been consistently hostile to the United States in its conduct of foreign relations, and |any more money we dump into the country will be just that much more water on the wheel of its carpetbag dictatorship. Where we are building up communism in Poland and Yugoslavia, we are bailing it out in the Ukraine, also through the good offices of UNRRA. Totalitarian industry has made such a mess of things that Moscow has announced mass replacement of the communistic leadership in this “autonomous” republic, Russian industry generally appears to be in a jittery state and falling behind in its production schedules. But the Soviets are es-
caping the full consequences of this partial breakdown in operations because of the war booty and reparations they are carrying out of central Europe, part of which is coming out of countries we are supplying with consumer's goods, such as Austria, and because of help from UNRRA-supported satellites. In general, our credit and relief policies’ aboard appear to be akin to shipping scrap iron to Japan during the period the Japs were | arming to attack us.
