It is the natural sequence to headlines announcing stalemate on discussions to control atomic energy, angry cries across the peace treaty table at Paris, and, above all, the cleavage between Russia and the western democracies. What is the answer? First of all, it» must be understood that the United Nations still gropes through the trials of infancy. Too many people, reading only the sensational headlines and guided, too often, by their prejudices, are expecting too much, too soon, of the United Nations, That stands as one immediate response from delegates, delegation experts and secretariat members with whom I've discussed the future of the United Nations this week-

end, Russia the Enigma They say: “Give us a chance to get our feet under us, We've only started on the long road ahead and it's shortsighted criticism to say we've already failed.” ) They honestly believe the United Nations, in one form or &nother, will succeed despite its poor start and {ts present lack of agreement. “My God, it's the best we've evolved through international consultation and we've got to make it work,” ;exclaimed one big power representative. ‘The United Nations, right now, does appeat to be in a grave state of health, but we've got to pull it back on its feet somehow, - “If the United Nations fails, and I don't consider thet calamity for a minute, the road for civilization is dismal, indeed.”

The obstinate, almost bullying, jattitude of Gromyko has done little to lighten the burden of his colleagues. They agree that such unilateral action by Russia makes it impossible to build for a world | government. “And if Russia should abandon the United Nations? Well, I don’t see how it would wreck the organisation,” sald one - delegate. ~ “But we'd be faced with the accomplished fact of a split between West and East, and it would not, obviously, make a pretty picture.” But if security is such an obsession as it appears, the Soviets will be better served to keep a finger in the pie. It’s really up to us, the western countries, to allay Russian suspicions and meet them half-way. When that happens, any question about the future of the United Nations will be academic.
