here is their reasoning: ONE: Modern engineering achievements and equipment render definitely possible the excavation and . reinforcement of cuts deep enough to replace the 85-foot “lift” necessary to bring shipping up to the level of man-made Gatun lake: TWO: Once constructed, a sealevel waterway would not require, beyond dredging and reinforcement, the complex and expensive machinery now in use in operating the locks. THREE: And most of all, a great ditch linked with natural waterways would not be nearly so vulnerable to atomic attack as is the intricate system of locks which now comprise the Panama Canal.

Both Republican and Democratic nominees for county council seats have been invited to sit in on an appropriation session of the present council Thursday night.

Candidates for next year's council will be given an opportunity to review one of the biggest special session appropriation ordinances on record. ’

Requests for extra funds totaling more than $300,000 will’ be considered by the council Priday and Saturday after a preview with the candidates Thursday.

The unusual size of ‘the special appropriation requests was swelled by increased costs of government operations this year above the estimates set up in the budget a year ago. The largest rbquest is $76,000 asked by the county welfare department to cover increased benefits. The voters’ registration board is asking $26,000 additional funds for extra personnel and equipment.
