tee by spokesmen for the general To date about a score of alleged minor defalcations and embezzlements, mainly involving diversion ‘of government materials and labor to private purposes, have been reported to the justice department for prosecition. They involve subordinate officials and employees of the private shipbuilding companies, the maritime commission and war shipping administration. None of the cases stretches into Washington offices or into the higher ranks of shipbuilding executives, 9 Billion ‘Adjustment’ Among admitted results of the] commission's. wartime system of bookkeeping are: The “adjustments” necessary to! pring its finances into balance totaled more than $9,000,000,000. The commission admitted that “in the disorder surrounding the| construction of ships without regard to cost, it was not found until fiscal 1944 that this warehouse (at Emeryville, Cal.,, containing an igventory of $2,663,000) was known t§ be a commission warehouse.” .W. L. Slattery, the commission's director of finance for construction, told the committee that “ft is conclusive to record that 0,494,372 of commission purcan never be allocated.” ; Transfers Unlisted: In addition, he said, “there are unrecorded transfers among shipyards too numerous to mention.” (The approximate value thus involved was estimated at $800,000,000 in a house appropriations commit-} tee report). Mr. Slattery, in a letter to the commission ‘chairman, said also, “there was, from 1942, rio possibility
that the cost of contracts or of ©
ships would ever be known unless the whole system were revised and brought into relation with the flow of money and events. “The whole bookkeeping system of the commission was confused, cumbersome and badly suited to its needs. The trouble was that the system was installed by commercial certified public accountants, but

Poses Three Questions’
In summarizing the position. of
. the general accounting office, Edwin L. Fisher, assistant general counsel, testified there were three questions to be answered: “Are there sufficient records available to make a finding that all the money has been properly disbursed? . “Are you satisfied that the records checked are in such shape that you can affirmatively say there was no fraud? “Were the records sufficient for
the general accounting office to M
make a satisfactory audit?” " Answer Is “No”
The answer to each of these questions, Mr. Fisher said, was! “no Vice Adm. William Ward Smith, new chairman of the maritime commission, has acted to apply a number of improvements suggested by Comptroller General Lindsay C. Warren for future operations, Adm. Smith told the committee, “I find no charge that money has been misappropriated or that fraud has been committed by any person now or formerly connected with the organization, , , , thus far presented I gain the impression that we possibly face nothing more serious than a disagreement, among ‘the accountants themselves, as to methods of accounting.”

Experience Is Lacking
In Poland, Czechoslovakia and Yugoslavia, he added, farms are small, .not lending themselves to mechanized production. There has been little or no experience in the use of tractors, with few expert
equipment.
“The American farmer, if given these tractors, would produce many times more food for hungry Europe than this wasteful proposal,” said Mr. Johnson. It. would be another matter, he contends, if the tractors were destined for South American countries, | France, Belgium, Holland or Australia where modern farming practices are understood. Industry Complains The farm machinery industry has complained about the CPA-UNRRA policy on another score.
