New Troubles Are Forecast ~When British Leave.

By PARKER LA MOORE WASHINGTON, July 18.~The arrest of several alleged Communist leaders in Alexandria is the first indication the Egyptian government recognizes how vulperable it may become when the British forces are withdrawn from that country. Egyptian wealth is in relatively few hands, the great mass of the people living in most extreme poverty. Feudal%stic concepts and practice dominate the country, its government and economy. The ruling native aristocracy has been held up by British influence. But with that influence withdrawn, the system would look like” a pushover for a Russian-| inspired proletarian revolution. Western Ideas Opposed

sr Meanwhile, hostility has .developed against all western ideas and interests until even the Greeks, for generations a power in small business in Cairo and Alexandria, are fearful they ma¥% be forced to Join the general exodus. At the outset, the Communists were regarded as a negligible factor in the situation. Alexandria] was considered the Russian base | for intrigue and propaganda during | the civil war in Greece, but the | Russians did not then appear to be | interested in Egyptian politics. Subsequently, however, when | Russian and British interests came into conflict, Communist tactics became apparent in the student movements which spearheaded the anti-British campaign. The Egyptian goyernment gave way to the popular clamor against the British, without seeming to see the possibility of the Russians moving in if the British went out.

Oppositions, Reds Linked

' Aeow that the ruling element in Egypt is taking a more realistic view of the outlook, it is going to be difficult to win popular ‘support for a workable British-Egyp-tian milimry alliance. Representatives of the two govemmments conducting the negotiations are not far apart in. their pro- | posals, but the Wafd party, representing the government opposition, seems in the mood to oppose any-| thing the government accepts. It is claiméd the Communists exercise) considerable influence in this opposition party. - Anyway, Premier Sidky Pasha regards some of the Wafd leaders and Communists as one and the same thing, and the arrests he has ordered reflect this attitude. One of the opposition leaders jailed was Dr. Mohammed Mandour, editor of the Wafd El Misri.| the Wafd party's principal news-! paper; whom the premier described as aq notorious Communist.”
