NEW YORK, June 22.— The United Nations economic and social council, after a gruelling but suc-
cessful 13-hour drive to clear its &
agenda of all major items, adjorned at 12:10 a. m. today until Aug. 31. Preisdent Ramaswami Mudaliar of India, anxious to wind up the council's second four-week session by midnight, prodded the delegates remorselessly to finish their work. Although all major disputes had
already been thrashed out and voted on in committee meetings, the Soviet and Ukrainian delegates insisted—apparently for the record— fn proposing. and arguing for a string of amendments which were plainly doomed to defeat. Most serious dispute was over the draft constitution of a projected international refugee organization, Reject Soviet Proposal Russia and the Ukraine, supported by Yukoslavia and Czechoslovakia, have fought a long and losing battle to exclude from international aid all political refugees who have fled from: eastern Europe since the war's end because they don’t like their post-war governments. The council voted yesterday, however, to grant aid to all displaced persons except known war criminals, aitors and quislings and - persons ‘ho have been leaders in hostile ‘activities against their home governments. Russia, insisting that the United Nations’ primary objective should be to repatriate all refugees whose governments will take them back, served notice that she will carry the fight to the general assembly in September. To Assembly Next The draft constitution of the refugee organization now goes to United Nations members governments for comment, and then to the assembly for approval and final ratification by individual nations. The council also: ONE: Rejected a Russian plea for full non-voting participation in the council’s deliberations by the World Federation of Trade Unions, but gave the W. F. T. U. special consultative privileges. ' TWO: Created a 20-nation committee to make a quick survey of the world’s war-devastated areas— including, if necessary former enemy . territories—and suggest United Nations reconstruction measures. THREE: Defeated a “Yugoslav proposal for an on-the-spot investigation of allied displaced person camps in Germany and Austria, where Yugoslavia and the Ukraine have charged that Quislings and war traitors are being harbored. FOUR: Set up permanent .commissions on transport and communications; statistics; human rights; social matters; economic affairs and employment; and the status of women. All commissions are to be composed of governmental representatives instead of including some individual experts as proposed by the United States.
