WASHINGTON, June 19 (U. P). —Two senators today proposed a constitutional amendment to forbid any President from appointing more {than three supreme court justices. The plan, if in effect now, would force four of the late President Roosevelt's appointees off the high bench. The ousted justices would include Robert H. Jackson, now in the midst of a bitter public feud with Justice Hugo L. Black. The proposal, sponsored by Senators James O. Eastland (D. Miss.) and Styles Bridges (R. N. H.) was given little chance of adoption, particularly in time to affect present members of the court. Process Would Take Years As a constitutional amendment, it would require approval of twothirds of each house of congress and ratification by three-fourths of the state legislatures. Jet plane speeds of travel, new and better vaccines against germ disease and new knowledge of the causes of good health as well as of sickness have led to new ideas in international co-operation on health matters Controlling - disease at its source {s the new way to prevent spread of epidemics. Doing this means strengthening health and medical services everywhere by sharing knowledge and scientific resources in these fields. Goodwin, Brookville; president of the Whitewater Canal association. +-It is the plan of the state conservation department to develop and maintain this section of the pioneer canal as a public park. : Contained in this 15-mile stretch of the canal are nine stone locks, three canal basins, one aqueduct covered bridge, and a recently restored feeder dam at Laurel.
