So we trade electric current for coal.” I've become innured to the daily picture of human beings openly bartering their rings, watches, clothes, even shoes—for food. But it is something of a shock to see nations doing it, the only way they have of trading.

“We are trading, or have negotiations almost completed with Poland, Czechoslovakia, Switzerland, Hungary, Italy,” sald M. Chavane of the department of commerce and reconstruction. “Two troubles confront us; lack of money and transportation. No nation’s money is sound, so we barter. We want coal from Poland, for instance. She in turn has sent us a long list of her needs, chiefly electrical machinery and minerals. If we can't agree on commodities to exchange, wé can’t trade.”

in maintaining and extending actess roads so that the wartime rate of timbet-cutting in the national forests—around three billion feet a year—can be maintained. THe remdining $15 million 1s earmarked for new roads to hitherto untapped timber stands. Cost $6000 per Mile The forest service has plans to build 1760 miles of these roads at an average cost of about a $6000 mile, The total cost of $10% million was the extra sum asked of congress in the agticulture department's appropriation bill. The senate voted it along with the $12% million for extending existing roads. Conféreés of the two houses eliminated the $10% million item because $15 million was alloted for thé same purpose from housing éxpeditér Wilson Wyatt's $400 million housing subsidy fund. Assistant thief C. M. Granger of the forest service estimated that the $10% million program would provide an increased timber cut of 600 to 700 million feet during the remainder of 1048 and 1047. This would représent about 1 per cent of current lumber production.
Estimates High
Stall has estimated 1048 lumber exports at 600 million feet. Cut U. 8, Owned Timber After first resisting the move, the forest service has now ylelded to Mr, Wyatt's request for continuation of the wartime practice of cutting government-owned timber in certain southern and western areas beyond the normal yield. Mr. Granger said the forest service was “very reluctant” to permit excess cutting because the production would be relatively small and many lumbering communities would suffer in the future, Mr. Wyatt won the argument oh a contention that the move would add 150 to 200 million feet of lumber during 1946 and 1047, ; Over objections of Attorhey General Clark, house-senate conferees voted to. waive legal requirements for justice department review of titles for rights-of-way on the new access roads. The law requires a review if the cost exceeds $2500 but the conferees raised the limit to $40,000 to permit more speédy land-buyiig. Senator Hayden (D, Ariz) sald the justice department takes two to three months for the reviews,

Mr. Granger said the road pro-, gram would add about 9 million feet of lumber this year, from 500 to 600 million feet in 1047 and 1750 million feet or more in 1948 and for a period thereafter. Mr. Wyatt, whose estimates were higher, told chairman McKellar (D. Tenn.) of the senate appropriations committee that the under-
