The Case bills © "or Evans “fact - finding” and “cooling «off period” sections, these observers point out, are in important respects less drastic than the legislation asked, in a Truman message on Dec. 3, 1945, as essential to prevent disastrous strikes from wrecking the reconversion program. At that time the president proposed a fact-finding law applying to “widespread industries such -as steel, auto, aviation, mining, oil, utilities and communications,” and added that he did not intend to make this list exclusives In labor controversies affecting the whole reconversion process, he said, “the public through the federal government has a duty to speak and act.” Sought Legal Action When such a controversy could not be settled by collective bargaining, federal conciliation or voluntary arbitration, Mr. Truman sought legal authority for the following action: Pirst, for the ‘secretary of labor to certify that a work stoppage would “vitally affect the national public interest.” That done, the president would appoint a factfinding board within five days. The board would have 20 days to investigate and report, and the period might be extended by agreement of the parties. Until five days after the board had reported, a strike, a lockout, or any change in wages or working conditions, except by mutual agreement, should be made unlawful, the president said. In a radio address on Jan. 3, Mr. Truman told the nation: “I had hoped that congress would follow my recommendation or at least propose a solution of its own. It

Observers Say Truman Can't Logically Refuse to Sign Case Bill
