OKLAHOMA CITY, May 28.—Governors attending the 38th meetof their national conference moved today toward sharp condemnaof organized strikes against public utilities and essential services. But they did not take sides on President's Truman's proposal to draft

The gov ernors’ conference resolutions committee will report a labor resolution to. the full meeting late today or tomorrow. Final action on all resolutions must be unanimous. Mr, Vivian assailed the Democratic record in the past four years in a rip-snorting partisan speech. He accused the Roosevelt and Truman administration of attacking the fundamentals of American government with a system parallelling the late Mussolini in Italy and the late Hitler in Germany. Mr. Vivian predicted that the administration's subsidized housing | program would be a costly failure. He proposed that all oppressive regulations be abandoned and that Industry be told—“the sky's the limit.” There might be a temporary spurt in prices, he said, but that would be inevitable under any recovery system. Mr. Cherry appeared as’ the friend and spokesman of the farmer who, he said, was looking ahead to possibly bad economic weather. He called for a square deal for agri-| culture, including removal of arti-| ficial trade barriers between states! and discriminatory transportation at state and municipal boundaries. Gov. Millard Caldwell, Florida Democrat, told the conference thaf] + education in the United States is inadequate and may require federal assistance. Gov, Walter E. Edge, New Jersey Republican, discussed difficulties in dealing with veterans problems.

Traffic officials today issued a gentle warning to out-of-town race fans that all roads do not .lead to the Speedway.
