Step Expected to Lift Farmer From Peonage.

He Instituted a rural credit administration empowered to lend money at 4 per cent to sharecroppers ambi- | tious to own land. Landlords had | been charging 30 per cent. Great | tracts of new, fertile lands were |opened in the north. | ‘The Japs came. Reform was set back 40 years. | With the war's end, the people {expected the credit administration | to resume. But the Osmena ad- | mistration lacked materials and money. The people grew restless, { formed such outlaw groups as the | Hukbala-Haps, listened to Com- | munist propaganda. The wealthy {Roxas family became a target of | abuse ‘and was associated with the {one-time, hated landlordism. This | antagonism was unfair in view of |the fact that Roxas was a keen | supporter of Quezon reforms. One of the first objectives of the {new government will be to break jup and disarm outlaw bands who | are using the critical situation to | whip up flery support of commun{ism..
