The housing officer recently announced that 78 Japanese houses in the Tokyo area for families of field grade officers have western style design. Electric heaters are used in most of the homes as heating units, while some have steam heat and one a fire place in each room. Garages, according to Col. Logsdon, are available with a few of the homes and one home is listed as having adequate quarters for servants. Col. Logsdon has been overseas since last July. He joined the Indiana national guard in May 19830 and in 1940 he was called from reserve officer status and reported for active duty at Ft. Sill, Okla., where he remained until assigned overseas.

Several Indianapolis commercial builders have felt the sting of the federal government limitation order on construction according to Albert M. Evans, .state construction fleld
administration. = Mr. Evans said today some have attempted to establish their own interpretation of what “starting construction” means. A few examples, he added, were preparation: of the site, excavation, placing orders for materials or signing contracts. These, according to the CPA official, are not the government's idea of “starting construction.” “Construction,” he said, “is actually incorporating construction materials into permanent building on & permanent site.” Generally the limitation order is receiving co-operation of contractors as well as interested persons who are on the outlook for the] veteran, Some Complaints Unfounded
Some complaints, Mr. Evans said, are unfounded in that people drive by excavation holes and hesitate to look closer and see if any concrete has been poured. Where concrete has been poured prior to March 26 for foundations to commercial building, the builder technically is across the borderline of the government's order. They do, however, have a “guilty conscience,” Mr. Evans said. As explained by the regional director, when a violation is report-, ed, the state CPA office dispatches’ an investigator whose findings are turned over to the administration's legal department. If it is deemed a violation, a “stop telegram” is sent) to the builder. Negligence of Such | an order may result in a federal | court injunction with possible fine and imprisonment.
