AN'S I Tr aN

OR

: International Role.

By PAUL GHALI . Times Foreign Correspondent TEHRAN, Iran, April 5.—Behind the international controversy over Iran this country’s own internal struggle plays an increasingly im-

portant role. And in that struggle the Tudeh (masses) Party has a leading

part, Tudeh, fori example, Is the| instigator of the} Leftist campaign |

viets may or may | not have a finger| but which in| fluences the coun- | a try's spirit of ‘con-| Mr. Ghali ciliation = toward Russia. : Tudeh is the only organized an really strong political group in| Iran. It claims 1,000,000 adherents out of the 15,000,000 inhabitants of the country, having a member-| ship in Tehran alone of 30,000. And most intellectual youth -sympathize with its ideas. Less than two months ago the party's newspapers wers -forbidden| publication, its leaders were .arrested and its headquarters seized by the. police. > ' Restrictions Lifted Today all restrictions have been

fully functioning. _As a result. Tudeh has the buoy-| ancy of youth and the intolerance, of martyrdom. | I have talked at length with party leaders — engineers, doctors, professors—and have been impressed | by their ardent, if perhaps somewhat unenlightened, love for their wretchedly backward country. Tudeh’s leaders feel that for 20 years England ‘has been bossing| Iran and it is only fair that their | close neighbor, Russia, should claim | economic advantages in the north! similar to those enjoyed by the! British in the south. Doubtless, British intrusion in Iranian administration frightens them more than Russian, Appar-| ently, they have heard nothing about the Soviet behavior in the! Baltic states, but plenty about British imperialism in India and Egypt., To: Tudeh, Russia's demands for oll concessions, Azerbaijan autonomy and a “friendly government in Tehran are perfectly acceptable. Party leaders feel that what might threaten Iran's independence is re-| fusal, not "acceptance, of those! terms, ! On Tudeh's list of enemies, Hussein Ala, Iran's ambassador to Washington and United Nations’ representative, has top priority days - _ The Tudeh Daily Rabab (Gijide),! insinuates that Ala is a Britishpaid agent and asks hiz recall. |
