CHARGES OPA 1S

LAN OFFENDER’

Sen. Capehart Raps Agency At Car Dealer Meeting.

The OPA today stood indicted as “the greatest single offender of the laws of our land” by Senator Homer E. Capehart. Addressing a meeting of 200 Indiana automobile dealers at the 00-4 lumbia club last might, he asserted that “there is nothing particularly wrong with the OPA except that it fails to live up to the law of the land as laid down by congress.” He added, however, that the price control agency was here “for at least another year” and advised the dealers to “make the best of it.” Joseph G. Wood, secretary counsel of the Automobile Dealers Oooperative Association, Inc. charged that instead of lowering used car prices, OPA was inflating them, because regulations “impose a floor price rather than a ceiling price.” Says Black Market Is Result

He asserted that such regulations also are responsible for a strong black market among individuals, John Ramp, president of the association, charged that Indianapolis hotels are full of out-of-state car dealers who have come here to buy autos to take back to thelr agencies. He also claimed that . parking lots were full of black market dealers who approached prospective patrons with an offer to buy their cars even before they had a chance to park. Both Mr, Wood and Mr. Ramp attacked OPA panels, charging that they were “a bunch of amateurs playing prosecutor, judge and jury to a group of experts.”
