TOKYO 'ALERTS' TIP OFF BLACK MARKET
TOKYO, March 15 (U, P.).—~The war may be over but air raid alerts are still being given in Tokyo these days. The newspaper Asahl reported that when police inspectors appeared at the entrance to black market stalls near Shinbashi station yesterday, three men began shouting air raid warnings through megaphones, Black market operators selling rationed articles im-
mediately closed shop. The “all clear signal” was given through the same megaphones as soon as the inspectors disappeared, and black market trade) was resumed, the paper said.

THE INDIANAPOLIS * TIMES
‘By ANDY ANDERSON Scripps-Howard: Staff Writer SACRAMENTO, Cal, March 15. Way back in 1879, a cop named Max Fisher transplanted a species of Roccus Lineatus in the San Francisco bay area. And now, as a result of this, there is quite an argument raging in the state capital, In case your Latin is rusty, the Roccus Lineatus is a striped bass. Capt. Fisher and his pals” used to go to the Chesapeake area to fish for striped bass and were impressed with the way the Chesapeake habitat - corresponded to the San Francisco bay area, They had some of the stripers shipped out here and transplanted in the bay area, but it was not until 1889 that they

But the California sportsmen raised cain, and kept on raising it for 10 years until the cannery and the use .of gill nets: were outlawed, Sportsmen Organize Sportsmen got together in an organization called the Associated Sportsmen of California. The sportsman has” always guarded the stripers like a mother guards her child. As years went by, limits for possession and size were established. Now you are allowed five a day and they have to be more than 12 inches long.

At the finish of the war, the maritime commission had a bunch of Liberty ships on Hand. These had to be anchored in some safe harbor, so they picked out some of the bays which are part of the San Francisco bay. With this anchorage came pollution and a. reduced fishing area for commercial fishermen who made a plea to the state legfslature to open up one of the best bays—San Pablo—for seining. Every sports fisherman in California rose up on his hind legs. Delegates were sent to attend a hearing on the bill. But the commercial fisherman, too, had a delegation—boys wearing discharge buttons who insisted that unless the bay was opened for séining and netting, the returned soldiers

and it had its effect. The sports fishermen argue that while the commercial fishermen are seining for shad they will catch the striped .bass also, They have not tossed any brickbats yet, but give them time. If Capt. Max Fisher were still alive, he might be pretty proud that indirectly he started a row which probably did more than any other thing to bring sports men of California together.
