Kellogg, director of the division of soil survey in the department of agriculture, was one of the 15 scientists. He said he “only observed” and did not participate in any experiments. In the three weeks, Dr. Kellogg said, he made inspection tours of two model farms, visited two laboratories, and speht two days at the University of Leningrad. At the end of three weeks, 14 of the Americans were flown home by the Russians.
