Former President to Probe ‘Problems in Europe.

WASHINGTON, March 11 (U. P.), —Former President Herbert Hoover leaves for Europe this week on a mission from President Truman to. investigate a threat of starvation to millions of Europeans. Hoover promised to distribute relief to starving peoples abroad “without differential as to race, religion or political belief.” His itinerary will not be finally

with officials here during the next

The man who became President after he did an outstanding job as administrator of relief in Europe following world war I was faced with these problems: ONE: United Nations relief.;and rehabilitation shipments of food to liberated countries fell far short of requirements in February despite lan-increase in other supplies. TWO: UNRRA. director general Herbert H. Lehman said the situation “grows more critical each day.” THREE: French Ambassador Henri Bonnet and Italian Ambassador Alberto Tarchiani appealed to Hoover for aid for their countries, offering data on critical food situations. FOUR: President Truman asked American newspapers to appeal to the American people in a campaign to conserve vital wheat, fats and oils. FIVE: Bishop Bernard J. Sheil of Chicago warned in an article in the Washington Post that the ideals for which the war was fought stand imperiled because “freedom is a hol{low mockery and justice is a macabre joke to men with empty stomachs.”

Result of Police Firing on - Crowd, Killing Two.

TRIESTE, March 11 (U. P).~— Trieste and the neighboring countryside were paralyzed today by a general strike. It was called,in protest against a shooting in the Servola suburb in which two persons were killed and 20 injured. Military government sources sald ‘the shooting started when police were taking down a Yugoslav flag from a Servola church. They said police fired to quell the ensuing violence. The shooting climaxed four days of minor conflict revolving around an order against displaying national flags from public buildings. The strike closed Trieste stores and the Monfalcone ports and shipyards, and halted transport. Disorders Increasing Disorders in Trieste have been increasing since the arrival of an allied border commission, with police- dispersing unauthorized public gatherings. The four-power commission was operating behind a news blackout despite protests by correspondents. The Russians were understood to be opposed -to admitting press representatives to’ the sessions or publicizing the results. United States delegates explained secret sessions would be necessary because many witnesses were afraid of reprisals from rival factions if their presence or testimony were
