BRITISH WARY ~ ABOUT FRANCO
Fear Quster Might Result in « Russian Satellite.
By Scripps-Howard Newspapers LONDON, March 7. — With ob- | vious misgixings, Britain has joined |
the United States and France in|
the joint declaration against’ Gen- |
eralissimo Franco,
Misgivings, because overthrow of
the Franco regime in Spain would t set the stage for another attack upon the much-harassed British empire. “The move against Franco was. initiated by leftist elements in the French government and the policy adopted by that government | was a concession to such elements. | But the British are aware that! a Republican Spain in’ fact would be a Communist Spain, and another Russian satellite. It also is! known all too well here that a Communist Spain with Russian! backing would be a threat to the British position at Gibraltar. | For the same Communist news- | papers in Paris which are spearheading the fight against Franco also have declared that a Repub{lican Spain could be given possession of the famous British bastion lat. the gateway to the Mediterranean, : | Enough Troubles Elsewhere
And with famine and revolt in India, rioting. against the British | in Egypt and the food shortage in| the British zone of Germany, to say nothing of the problems of Greece, Italy, Indonesia and else- | where, the British government has | enough on its hands without stir-| ring up a hornets’ nest in Spain just now, | Moreover, there is a strong feeling here that the move fits into the pattern of the Moscow-dictated
ago as a tantalizing war of nerves against the British empire has as-| sumed proportions of an all-out offensive. Foreign Secretary Bevin had hoped to keep the Spanish situa- | tion on ice until it could be dealt with at a time when a move against Spain would not open the way to further expansion of Russian in-| fluence. Neither he nor anyone] else of importance in England has) any love for the once arrogant but! now relatively harmless Spanish
But Franco is no longer a factor béyond the borders of his own small country, and in a choice of evils he is less of a threat to Brit-| ish interests than a Russian-backed | Spain—particularly in view of the |Russian drive to achieve a domi{nant position in the Mediterranean {at Britain's expense, | See Russian Influence Some observers here profess to see Russian influence behind the turmoil now. raging in India -and Egypt, although Communist influence is comparatively unimportant in both countries. But whether these uprisings are planned or coincidental, the effect is the same and the British empire | finds itself fighting a rear-guard action all over the world. f It is not yet clear how the joint declaration against Pranco will be | followed up or implemented, but it {might provoke another civil war | {of some proportions and perhaps sufficient to invite foreign interven- | tion. | | The French are not-in a position | to dominate the situation and Brit- | ish resources are spread too thin! now for them to aécept further obligations. So there would seem to be a! sound basis for the fear that what {looked like a rabbit hunt may |
