Vito Marcantonio (A-L-N.{} Y.), said he would offer amendments to guarantee all radio employees, including members of Petrillo’s union, the fundamental right to strike. “Under the bill as it now stands,” he said, “all employees are denied that right.” Rep. Andrew J. Biemiller (D, 'Wis.), another member of the labor bloc, said unions generally were becoming concerned about the bill. Expects Amendments “The measure applies to all unions and not just Petrillo’s,” he said. “I think there will be plenty of amendments offered.” Supporters of the bill hoped the house would begin considering it today. It was scheduled to come up yesterday but was stymied by other legislation, The bill was introduced by Chairman Clarence Lea (D. Cal) of the interstate commerce committee and bears committee approval. Although the bill itself does not mengen Petrillo by name, the commit 's report to congress left no doubt at whom it was aimed. The . measure would forbid Petrillo or any other labor leader to try to force a radio station to hire more employees than it needs’ to employ a “standby orchestra” during educational and foreign musical broadcasts, or to refrain from broadcasting musical recordings. Coalition of Opponents Violators would be subject to a year in prison and a fine of $1000. At various times, Petrillo has been accused in congress of making such “extortionate” demands upon radio broadcasters. The bill was expected to get the support of the strong Republicansouthern Democratic coalition which . won approval for the Case strike- .
