wouldn't have to install parking meters,” declared City Councilman Edward R. Kealing today before the safety board. At a joint safety board-city council meeting, Councilman Kealing said the city was forfeiting “considerable revenue” by falling to {erick down against illicit taxis. LISBON, Feb. 21 (U. P).—~A reliable source reported today that negotiations between Gen. Francisco Franco and the Spanish pretender Don Juan for restoration of the monarchy have been broken off. The informant, who has just returned from Madrid, said that Don Juan refused to accept Franco's demands and Fran then* informed the pretender that any agreement between the Monarchists ‘and Falangists was impossible. Don Juan has been living in Lisbon during February, consulting with Monarchist leaders who came from Spain to see him after his arrival from Switzerland. Ten days ago, the informant said,

90,000 Await Trial WASEINGTON, Feb. 21 (U. P).— More than 90,000 Germans are being held in the American zone of occupation for possible war crimes trials, it was learned today. ) Officials said the actual proceedings were being held up pending a decision in the Nuernberg trials of leading Nazis and Nazi organiza~ tions, | y The wait is necessary, they said, because future trials will be simplified if and when the Nuernberg tribunal sets a precedent by declaring the Nazi organizations themselves criminal in character. It was also learned that the allied control council in Berlin is
