“The bill was introduced by Rep. Clarence Lea (D. Cal), and was approved last month by his house interstate commerce committee. The measure would make.it a criminal offense for any labor leader to compel or try to compel a broadcaster to: ONE: Hire more employees than he needs or wants. TWO: Compensate any labor union for its failure to hire unneeded employees. THREE; Pay an employee more
than once for any services ne has
rendered. FOUR: Refrain from broadcasting a foreign or educational musical program urless a “stand-by” union orchestra is employed, FIVE: ' Refrain from broadcast ing mechanical musical recordings
without paying “tribute” to a la-|
bor union, A similar—but vastly more mod-erate-——measure has already passed he senate. If the Lea bill s ap-
proved—and chances are it will be—
a conference between senate. and house members will be necessary to iron out their differences.
