“The A. F. of L” it said, “has totally forfeited the right to even seek the support and respect of workers by their failure to recognize and enact a progressive program that will meet the needs of the American worker, 2 “The return of John L. Lewis to the A. F, of L. certifies the wellfounded- belief . . . that the high priest of reactionary labor and the foremost exponent of a policy of unrestricted and uncontrolled free enterprise has . . . turned his back to the needs of American workers.” Mr. Lewis, the statement went on, is “now trying to regain lost glory and position within the ranks of a decaying bureaucracy.” There was no immediate comment from Mr. Lewis. The mine chieftain has been silent about his future plans ever since his reaffiliation with the A. PF. of L. a few weeks ago. Some labor observers believe he will use his catch-all district 50 as the basis for organizational drives among workers now affiliated with OC, I. O. unions, Led C. will be spearheaded by the C. IL O.'s United Gas, Coke and Chemical ‘Workers union. The goal, he said, will be to organize the whole industry, ‘When Mr, Lewis re-entered the A. PF. of L, the question was brought up as to why he was readmitted when his union was active in a field already partially organized by another A. F. of L. union. Observers were quick to predict that Mr. Lewis’ reaffiliation with the A. F, of L. might herald a showdown fight between the smaller but more militant C. I. O. and its parent organization. Lewis originally led the C. 1. O. out of the A. F. of L. and then broke with it in 1940. The ©. I. O. has stored up ammunition for such a battle by standing firm for every penny of wage increases it could squeeze out. The A. F. of L. generally has demanded ls and has been involved in fewer ‘strikes. Settlement of the steel strike at the President's 18%-cent hourly raise figure was viewed by the C. I. Progressive Miners Consider Revolt
COLLINSVILLE, Ill, Feb. 19 (U. P.) —~Local three of the Progressive Mine Workers of America voted unanimously last night to bolt the American Federation of Labor and form an independent’ union. The local thus became the first to break away from the A. F. of L. since the return of John L. Lewis’ United Mine Workers last month, Other P. M. W. A. locals will be canvassed on similar actiod at a union- convention beginning Monday at Springfield, Ill.

M’NUTT WILL RETURN TO PHILIPPINE POST
Times Washington Bureau WASHINGTON, Feb. 19.—Paul V. McNutt will return to his post as high commissioner of the Philippines “within the next 10 days or two weeks” he declared today. His name is among those being mentioned as a possible appointee for the post of secretary of interior. But he continues to assert that he will leave the high commissionership when Philippine independence becomes effective July 1 and will return here to enter a private business “and earn some money for my wife ‘and family.”
