Favors Stronger Substitute Fact-Finding Measure.

~The man who sponsored the diTruman's fact-finding bill reversed

stronger labor legislation, Rep. Gerald W. Landis (R. Ind) proposed the modified bill in the house labor committee. Now he says he feels the measure was “meaningless.” a He plans to offer the house a stronger substitute. This “would, among other things, make unions liable for damages for any violation of their contracts. The labor committee—acting on a motion by Mr. Landis—approved a bill which would give the President statutory authority to set-up fact-finding boards in serious labor disputes.

Two Points Dropped

The measure did not, however, include two points asked by the President—power for the boards to subpena company records, and a 30-day no-strike “cooling off” period for labor. ‘ Mr. Landis said his substitute would : ONE: Set up machinery for government mediation and voluntary arbitration of labor disputes. TWO: Make both labor and management liable for civil damages for any breach in their collective bargaining contract. THREE: Authorize the federal government to prevent “wilful violence” and property damage during strikes.
