WASHINGTON, Jan. 3 (U. PJ). ~The United States, Britain and France are awaiting Russia's “reply to a proposal to reduce allied occupation armies in Austria to skeleton
forces. ; The proposal was made by Britain and has been agreed to in principle by France and the U. 8. None of the countries will reduce its occupation forces until the Russians agree, however. Under the proposal, the allies also would provide relief for -Austria during the first post-war year.
