{ Majority Oppose Compulsory Arbitration Plan.

By Scripps-Howard Newspapers WASHINGTON, Oct. 15.—~The “experts” have their say in a current "magazine article on whether the "cure for post-war industrial troubles should be gompulsory arbitration of disputes, between management and labor, Most of them oppose the ‘idea, although it recently has been receiving increased support among the general public, according to letters reaching members of congress and to a Gallup poll. The “experts” are really experts, according to a list of nearly a hundred men and women engaged in labor-relations activities who were queried by Dr. Arthur Kornhauser, of Columbia university's bureau of applied social research. They includé many well-known figures in management, unions, and government agencies dealing with labor. Dr, Kornhauser, writing in the American magazine, doesn’t disclose how any of the experts voted individually. He placed all their opinions in a pot from which the following results emerged: Percentage Fluctuates In labor disputes in “vital utilities” 9 per cent would have the government keep hands off; 56 per cent favor official recommendations to end controversies; and 35 per cent support compulsory arbitration. The percentage favoring compulsory arbitration drops to 10 per cent in labor disputes in “essential industries,” and to 5 per cent in other industries. In the last-named category 48 per cent of the experts are recorded as wanting the government to allow the disputants to

It found that among 600 specialists in labor relations, only one-third believed the government should have power to enforce settlements of labor-management quarrels. .
