WASHINGTON, Sept. 27 TU. P).— A. L. Hinrichs, acting commissioner of labor statistics, said yesterday that a minimum family income of $1500 a year is an attainable goal for the United States, Hinrichs, continuing testimony before a senate education and labor subcommittee on a bill to raise the basi¢ minimum wage to 65 cents an hour, said that such a standard would be the “minimum”, which the country should accept. “There is no evidence,” he said, “to support the belief that a goal of $1500 minimum income for every
