It seems virtually certain that the four-power trials of some two dozen former Nasi leaders cannot begin before Nov. 1. There may be even some further delay although Justice Robert Jackson, American chief prosecutor, has promised that court sessions would “definitely” start this winter. Nobody knows how long these first trials will last. But they will probably teke months rather than weeks,

However, it is no secret that there had heen considerable differences of opinion over the procedure before |. the four powers agreed on the protocol which they signed in London a few months ago, The principal bottleneck at this stage is simply the colossal job of organising an international mass trial which must be conducted in four languages.

Once they made up their minds on procedure it was the Americans who took the lead in whipping a thousand and one de- c tails into shape. ‘With the recent appointment of Attorney General Francis Biddle as U. 8. judge on the tribunal, the American staff virtually is complete, French, British and Russian delegations, however, just now are beginning to arrive.
