_ By ALBERT RAVENHOLT United Press Staff Correspondent CHUNGKING, Sept. 20. — The newspaper Ta Kung Pao, said yesterday the Chinese Communist-Kuo Min Tang conference has reached a partial agreement providing that the Communist party shall be given equal ‘status under over-all leadership ‘of ‘Generalissimo Chiang Kai shek. The newspaper quoted said “authoritative sources” and sald Communist representatives, headed by Mao Tse Tung, and national government leaders partially agreed on three points: ONE—The national policy of China is peace and nation-wide reconstruction to form a foundation for a democratic, independent and free tountry. Under this policy, all political parties will be under leadership of Generalissimo Chiang, with the Communists and Kuo Min Tang on an.equal footing , TWO-—The central government will recognize the legal status of all political parties before convocation of the national assembly, and before Kuo Min Tang one-party control is abolished. THREE—-To call a conference for representatives of all parties and national leaders without political leanings to discuss methods whereby political parties can participate in the national government. Other Disagreements The newspaper said agreement has not been reached on other theory problems, including control of the armies and recognition by the central government of local governments elected in Communistcontrolled areas Informed sources in Chungking discounted the possibility that the negotiations here will end in mere partial agreement, Neither party would be likely to agree to any fractional solution which would leave basic demands unsettled. Observers said the chief reason for withholding information of the Chiang-Mao conference from the press was to permit careful weighing of all “intricate and related factors.” CHINA EXPECTS HURLEY CHUNGKING, Sept. '20 (U. P.). —Diplomatic observers in Chungking believed today that U, 8S. ambassador Patrick J. Hurley would return to China after visiting Washington if requested to do so by President Truman.
