WASHINGTON, Sept. 14 (U. P), ~A “states rights” jobless pay bill is on its way to the senate today following action by the senate finance committee. Debate is expected to begin next Tuesday. The committee completed work on the bill late yesterday after tossing out the administration-backed plan of $25-for-26-weeks, Committee members said the amended version would save the federal government $300,000,000, In addition the committee knocked out a provision of the original bill whereby the federal government could have paid benefits directly to unemployed workers if the state governments refused to enter into payment agreements with the federal government,

Now the federal government will be virtually unable to pay any benefits in a state without a written request for an agreement signed by the governot, Only federal workers would be exempt from this provision. A slight concession to the administration, the committee made n gesture toward the 26 weeks goal by writing in an amendment which would extend state benefits for 60 per cent of their present duration. FORD WAIVES ITS WILLOW RUN OPTION

DEARBORN, Mich, Sept. 14 (U. {P.) ~The Ford Motor Co. today its option and purchase rights to the giant Willow Run bomber plant “to assist the government in case other opportunities are available for sale or lease of the property.” (Recently, the Kaiser-Frazer Corp,, set up by West Coast Shipbuilder Henry J. Kaiser and Joseph W. Frazer, president of GrahamPaige Motors Corp., offered to purchase the government-owned plant for the production of the new Kaiser-Frazer automobile). However, Ford Secretary H. 1. Moekle said his company will retain a six months’ right of first refusal. By retaining this right, he explained, Ford would be able for six months after the termination date (Sept. 20) to meet the best offers obtained by the government for the plant or items of equipment. After six months, Ford would be able to negotiate for the purchase of any or all the facilities but only with

any other prospective purchaser, The option now held by Ford gives the company the right to buy all but not part of the bomber facilities at cost,

This was learned today as the American-British economic and financial conference prepared to hear the second Installment of British economist Lord Keynes’ case for $3,000,000,000 to $6,000,000,000 of post-war aid for Britain, He began his presentation yesterday. Britain's external war debt is one of the key points for negotiation at this conference. American officlals believe the debt should be scaled down drastically with the balance refunded over a long period of years. But now that negotiations are underway for some kind of American assistance, it was said, Britain has firmly opposed such a plan. If such: a reduction in Britain's external debt. were® accomplished, she would still need assistance but her overall financing position would look much less precarious. Britain contracted the debt during the war with imports from its dominions, - Argentina, Eire, Egypt, Ihdia and Malaya — the principal credits. Britain was unable to pay for such goods, but credited: the accounts of these countries with the costs.
