The likelihood is that 1941 prices will serve as the base for some firms but not for all. Because of wide variations in cost factors, OPA will not be able to apply a single formula -to the entire durable goods industry.
Choice of Profit Margin
Under the automobile pricing formula, each manufacturer adds to his basic costs in January, 1941, the increase in wage rates and material costs since then. To this he adds a margin of profit which can be either his own average profit margin for the 1936-39 period or one-half of the industry average for the same years. The first automobile company expected to file its 1945 ceiling price schedule is the Ford Motor Co. It is the only automobile firm so far to apply for the OPA price schedule form,

“Price Chief Chester Bowles is having trouble keeping his key men, most of whom are eager to return to private industry. He has succeeded in getting some to promise to stay on to the end of the year. James F. Brownlee, deputy OPA administrator for prices, resigned last night on doctors’ orders. Jerome M. Key, director of the OPA'’s consumer goods price division, was appointed to succeed him. Brownlee, who was president of the Frankfort Distilleries, joined the OPA in October, 1943. Overnight developments resulting from OPA actions were: 1. Shoe repair shops were authorized to charge 5 to 15 cents a pair over their regular prices for the soling of shoes with two types of soling materials now coming on the market—neolite and rubber or fiber hrown composition,

2. Wholesalers and retailers will use the same method as last year in computing their ceiling prices for the 1945 pack of canned fruits and vegetables. Canners previously were authorized to do the same. This means that these canned goods will be approximately the same price as last year. 3. Rationing of industrial rubber footwear—rubber boots of ‘various kinds and rubber work shoes—was ended. Production schedules for such footwear for 1945 call for about 3,000,000 pairs, 1,250,000 more than last year, 4. The consumer durable goods regulation was amended to eliminate delay in granting necessary price increasés on “hard goods” sold for industrial, commercial, professional and: institutional uses. Beginning Sept. 9, a manufacturer of any item under the consumer durable goods regulation, if selling to those four categories of users, may apply for a

A said the order means an early return to. full peacetime operation by the nation's domestic airlines.
