To Boost Military.
By Scripps-Howard Newspapers
gress returngido work tomorrow it . finds various suggestions. for obtating and keeping enough mili= tary force for our occupation duties. The army seeks enlistments, In this connection there is talk of hiring olvilians to do menial chores. The navy hires mess boys in its
home.
& system of peacetime promotions under which almost every recruit could hope to become at least a corporal or technician, 5. The navy already has a promoétion SyS~ tem, Studies Free Schooling
Then, too, the army is considering free schooling of recruits to reach all levels from vocational to college work. Under present law, a man rec elves his mustering-out pay only when he is separated from the service. Army suggests a plan by which a man could be discharged, paid his mustering-out sum and given a 90"day furlough if he promptly reenlisted. Army also talks of paying his fare and keep during the whole furlough. Current regulations allow master, © ‘“fech and staff sergeants a ponus | for re-enlistment. Army indicates | it may ask for a similar concession ‘to the ordinary, buck sergeant as an inducement for him to re-enlist. The army needs non-coms.
Bonus-by Rank
Re-enlistment bonus would be figured on the basis of the highest yank held before re-enlistment. For married G. 1's, the army suggests a $25 increase in the present $42-a-month allowance for ‘quarters. Proposed regulations would allow 2 man to live on or of] ‘the post, as he chose, Overseas extra pay would be ifcreased 5 per cent for each year “out of the country from a beginning 20 per cent to.a maximum 35 per _eent, Another proposal would extend the G. 1. bill of rights so that its ‘benefits would reach the peacetime
army. Navy allows its men to transfer to the reserve status after 20 years of service. Army retires, with pay, only after 30 years. Now the army is thinking of allowing retirement after a shorter period.

USE CARBOLIC ACID
Carbolic acid was being used today in a renewed outbreak of retaliation by pigéon lovers. The acid was being placed on approaches to the park department's pigeon park to drive away the birds. In addition to spreading the acid, which pigeons can detect easily, other measures were being used again in defense of the birds, Paul Brown, city parks superintendent said. About fifty pigeons were rémoved from the trap yesterday, he added. Evidence is being obtained against persons - who are interfering and prosecution wiil follow, Mr, Brown said.
