FRENCH STRIP GERMAN ONE
‘Requisitioning’ Unofficial But Widespread.
By EDWARD P, MORGAN Times Foreign Correspondent FRANKFURT, Germany, Aug. 22. ~ Responsible sources confirmed today that the French still are stripping their occupation zone in Germany of quantities of machinery and merchandise to feed France's own famished economy. “Requisitioning” of trucks and other items is obviously extracurricular to the general reparations plan agreed upon at Potsdam, and, admittedly, will complicate this winter the government of Germany, which is also critically short of transport and machinery, But, as one American official put it, “who can blame the French? The Germans literally and brutally lived off their land for more than four years and this is their retribution.” The stripping seems to be an extemporaneous process, rather than a declared national policy, but, if it continues, it will amount to the - same thing. Miller's Trucks Seized A German flour miller at St Goarshausen lost three trucks to the French last week and has only one left, insufficient for his operations French requisitioning often operates as follows: The local commandant will summon the. burgermeister and say, “We require 150 blankets, 50 mattresses. and two trucks. If these articles are not delivered by 2 o'clock in the afternoon the troops will be obliged to make a house-to-house canvass.” Nobody denies that French economy is desperately weak, bg it is suggested that with the whole economic structure of Europe in a state of collapse, this sort of thing, more or less unregulated, is simply rob-
