FRANCE SEEKS Bie 9" STATUS
De Gaulle Comin Coming to Ask ‘U. S. Assistance.

Charles de Gaulle arrives here tomorrow for a conference wit President Truman abt which he expected to press France's clai for “Big Five" status and ‘ask, erican support for France's demand for $60,000,000,000 reparations from Germany and Italy. De Gaulle and his foreign minister, Georges Bidault, will bring with them the official dociiment by which France ratifies the United Nations charter, This delivery by hand of France's approval of the San Francisco charter was expected in French circles to lend weight to France's insistence on equal status with the United States, Britain, Russia and China in the settlement of world affairs, including negotiations for the capitulation of Japan. De Gaulle also is expected to explain France's delay in acceptance of the Potsdam plan, which the Big | Three asked her to approve and adhere to. to be the main reasons for France failure so far to accept the Potsda decisions, France feels she was not given a voice in a problem which concerns her more than any other western power. She wanted to be invited to Potsdam, but received no bid. Only after Potsdam did France learn that both Russia and Poland had been given priority in reparations, and, in fact, already had hegun to collect them. France was invited to take a seat on the reparations commission, but at the same time learned that the schedule of | reparations already had been fixed | for Russia and Poland. De Gaulle may point out that France's war losses were greater than Poland's and as great as Russia's, Seeks U. 8. Aid The war in Europe was fought on French soil and in French skies continuously from the day of its outbreak until victory, he may say. The French contend they should have priority in obtaining reparations from the western zone. Under the Potsdam plan, however, Russia and Poland, together, are to receive 25 per cent of all industrial capital : equipment removed from the western zone of Germany as reparations, plus the whole of the reparations originating in the Russian-held eastern zone, The plan which the Big Three asked France to approve, and which De Gaulle hopes to discuss here, would give France reparations hopes only from about one-fourth of Germany’s capital equipment—and her share of that above 10 per cent would have to come from concessions by the United States and Great Britain. Obviously, with claims of $60, 000,000,000 against Germany and Italy, France has only scant hopes of ever collecting reparations for more than a small fraction unless De Gaulle can win United States support for French reparations claims in his talks here
GOVERNMENT SELLS 84 SMALL SEA CRAFT
WASHINGTON, Aug. 21 (U. P) ~The war shipping administration announced today that it sold 84 small vessels during July. Fourteen small craft also were returned to their former owners. Sales prices ranged from $700 to $100,000. The ships included fighting vessels, tugs, power yachts, auxiliary sailing vessels, barges and motor boats.
