WASHINGTON, July 20 (U. P).— Acting Secretary of War Robert P. Patterson says the war department has flatly turned down all requests to discharge: men from the army solely on occupational grounds to fill civilian needs. “If we authorized the discharge of all those for whom requests have been received, we would have to release at least 1,000,000 men,” he said. “We ‘would then be forced to abandon the present systerh of discharging soldiers on the merit system.” Patterson told a news conference late yesterday that these requests came in from 50 industrial and professional groups and ranged from
