The 1945 appropriation was| made before V-E day. rector Elmer Davis cut his 1946] budget estimate to $42,000,000 and the house appropriations commit- | tee approved $35,000,000. It took a full day of fighting on the house floor, over the war agen- | cies bill, before the $17,000,000 OWI | reduction was made last night. | Republicans seeking to cut the| total to $17,500,000 in the committee of the whole house failed by a| tie vote of 106. Rep. John Sparkman (D. Ala), presiding as chair- | man, voted to make the tie, 10,383 Employees But when the house went into session again under Speaker Rayburn (D. Tex), the roll call came! and the $17.000,000 reduction pre-| vailed. In the debate in committee, Mr. | Taber said that OWI has 10,383 employees over. the world, There are 2100 in New York City, 895 in San Francisco and 901 in Washington, he said. “Let's -get rid of this ridiculous waste of manpower,” Mr. Taber pleaded. “Seven million would be enough to operate OWI now. * The Associated Press costs only $12,000000 and the United Press $10,000.000 and they are doing a thousand times better job.” Rep. Luce for Cut
Rep. Clare Boothe Luce (R. Conn.), who has spent weeks in war theaters, praised OWI efforts but said “they will do twice as well with half as much.” Chairman Clarence Cannon © Mo.) defended the $35.000,000 reported from his committee as did Rep. Clifton A. Woodrum (D. Va.), ranking majority member. Although it is almost customary for the senate appropriations committee to restore cuts made by the house in regular departments, this has not been the case with extragovernmental activities which acting Chairman Kenneth McKellar (D. Tenn.) considers outmoded. Senator McKellar led fights to abolish the civilian conservation corps and ‘the national youth administration. He may be sharpening his pruning knife for war agencies now, it is predicted.
