“The agreement is a step in the direction of international co-opera-tion and the establishment of conditions for continuous peace,” Dr. Silverstein declared. : He pointed out that the two parts of the agreement, covering establishment of an international monetary fund and an international bank, were related, making each essential to the successful operation of the other.
Monetary Fund Aims
Dr. Silverstein devoted most of his talk to an explanation of the monetary fund aimed at promoting the revival and expansion of international trade by providing orderly and stable exchange rates. “In my opinion,” criticisms of the fund are illfounded. They arise out of inadequate understanding of the plan; inadequate appreciation of the limitations of the international gold standard; the ‘isolationist’ point of view which is opposed to inter national co-operation, and the naive assumpfion that the United States is to ‘foot the bill. “Better understanding of the proposed fund, as well as of the international financial position of the United States, . dissolves most of the criticisms,” he added. The council meeting was - continued today. This morning delegates from local leagues reported on activities ‘in the campaign to acquaint the public with provisions of the Dumbarton Oaks agreement.

The luncheon speaker, Joseph Sullivan of the correction division, state public welfare department, discussed “Parole in Indiana.” Reports were given by. Mrs, Austin V, Clifford of the state league office, by Mrs. John L. H. Fuller on the recent national council meeting in Washington, and by Mrs. Drysdale Brannon, Marion, on local leagué publicity. Other reports were given by Mrs. 8. N. Campbell on field work and by Mrs. Alfred W. Noling on the steering committee. Mrs. William _P. Snethen presented the budget for 1945-46. Mrs, John K. Goodwin presided.

The executive board of the Indiana Federation of Clubs this after-
noon closed a three-day session in the Claypool hotel. The meeting took the. place of the state convention, canceled Decate of travel restrictions. Attending today with the board were district presidents and state department, division and special committee chairmen. The luncheon speaker was Dr. W. Following a report by Miss. May Hobbs, Tipton, the board approved sponsorship. of a. project to establish health councils in Indiana counties, in co-operation with the state health board. The purpose of the councils, composed of representatives of lay organizations, will be to study health needs and welfare projects. The board also voted approval of establishing an .office of international education to be formed by the San Francisco conference. Junior Clubs Formation of 13 district organizations of junior clubs was recommended by Mrs. Arnold Ulbrich, East Chicago, third vice president of the I. FF. C. Mrs. Urbrich was appointed associate editor of the federdation’s publication, Indiana Clubwoman. Speakers this morning with Mrs. Ulbrich were Mrs. Cogley Cole, Vevay; Miss Hobbs, Mrs. George C.
