By RALPH HEINZEN United Press Staff Correspondent SAN FRANCISCO, May 17. | People are keeping : busy at the United Nations conference but none more than the lobbyists who are on the outside looking In, There. are more lobbyists in San Francisco today than there are delegates to the security conference. More than half the mail received by delegates and the press comes from the lobbies; more than half the cocktail parties in conference hotels are paid from their funds. - The lobbies are alike in that all are campaigning for a cause. Groups of lawyers sponsor certain proposals for legal sections of the Dumbarton Oaks charter; educators have ideas about the cultural work of the world organization; and labor unions want to be heard too. Some Want Googwill Also active are lobbies in behalf of a Jewish state in Palestine, against the Franco regime of Spain, against the Soviet-backed Warsaw Polish government, in behalf of immediate independence for India, and countless others for various nationalities, organizations and societies. Some of the lobbies are interested fn nothing more than goodwill at least for the moment. Newcomers in the field include the international league for the rights of man and the city of Philadelphia,” which wants to become the permanent seat of the new world organization, Fireworks Frequent Reporters make it a special point to attend some. lobby press conferences chiefly because of the possibility that heckiers may be on hand to provoke fireworks. petitions. At any rate, the lobby group can then call a press conference to take such and such action, Some groups prefer to mail state~ ments to reporters rather than call press conferences. Some do both, figuring chances for publicity are better that way.
