By DUDLEY ANN HARMON United Press Staff Correspondent PARIS, May 1l1.—Paul Reynaud, France's last . pre-Vichy premier, blames the fall of France| and his own resignation as’premier in 1940 on Marshal Henri Philippe Petain. In an exclusive interview with the United Press, Reynaud said his cap~ ture and four<and-one-half-year imprisonment by the Nazis resulted from a “plot by Petain.” “The man most responsible for the fall of France is Petain,” he said. “I will testify to this, althought I am unwilling to reveal the details of the plot until then.
