Fortune Magazine Suggests Seven Improvements.

Times Special NEW YORK, April 17. — Seven recommendations for the improvement of the Dumbarton Oaks pro-|,, posals are presented today by the | editors of Fortune magazine, for the consideration of the San Fran- | cisco conference, In a special supplement-to its |&= May issue, Fortune notes three |S= chief merits and several flaws in| = the plan for international organi- | zation outlined at Dumbarton Oaks | last summer; yet it describes the | == Big Three's plan as “a plausible, | ] even hopeful road to peace, however | rocky.” Fortune's suggested improvements | are: | & 1.
