WASHINGTON, April 17 (U. PJ. — Russian and Anglo-American armies, when they meet, will fight side by side rather than as a single unit to push the Germans into the North and Baltic seas and wipe out Nazi resistance in the south, observers here believed today. Rapid progress of allied forces, together with Germany's establishment of separate northern and southern commands, suggested that allied forces from east and west would -link up long before German resistance ceased. Gen. Dwight D. Eisenhower said yesterday that victory would not be

forces were wiped out. The war in Europe is not likely to end until allied troops have 'occupied’ Germany completely, he

be a formal Nazi surrender. The view that easlern and western allied armies would fight as a team and not as a unit was strengthened by the allied supreme headquarters announcement that a tactical boundary line had been drawn between eastern and western fronts, Separate Commands Union of ‘eastern and western armies is expected to call for close liaison but: not a joint’ command. The Americans must be supplied

| from the west and the Russians “1| from the east so no joint supply | 1! planning is necessary.

Operations “will be mostly in the nature of mopping up. Consequently no major strategic decisions involving employment or shifting

tof the bulk of allied force, such as

would require a joint command, is expected to arise. When the two great armies meet,

fl a double envelopment movement

will pegin. One wing will be a swing to the north to squeeze the Germans back against the North sea and the Baltic. The other, to the south, will press the Germans there into the mountains.

COUNCIL DELAYS DOG MEASURE

Pound Keeper Says Many Must Be Destroyed.

Two long-burning municipal issues were still burning today with city council figuratively fiddling in the face of ultimatums and referring the problem to “study committees.” The issues: . Whether to authorize purchase of a city-sponsored dog trailer from which city pound inmates, would be sold. Whether to license all city cab | drivers after thorough investiga-. tion by the police department. After Dog Pound Superintendent Leona Frankfurt: told them to “either demonstrate faith in my judgment or quit praising my work,” councilmen again dodged the dog trailer question. Killed Little Pup Mrs. Frankfurt warned city | fathers that unless they soon provided facilities from which to sell pound pooches for $4, she would) | “give them away.” | “It's one thing for you to. put (this thing off indefinitely,” said | Mrs, Frankfurt, “but it's something {else for, me to have. to continue to | kill these dogs at the pound while {you decide. “Only last night,” she added misty-eyed, ““I had te do away witha little pup, one of the cutest

Discipline Holds Down Desire for Vengeance So.Far,

s Times Fireign Service NORDHAUSEN, Germany, April 17.—Let nobody make any mistake about it, be he in Berlin or Washington: Unless a more convincing and explicit- official allied policy toward war criminals is quickly announced, there is going to be an unofficial one. Things came to a head here at Nordhausen last week when thousands of American soldiers viewed the shriveled bodies of great numbers of people who had been done to death by the Nazis in local concentration camps. . Their universal response was that the people who had committed these atrocities must die—and that those who had condoned them ‘did not deserve to be regarded as ordinary human beings. Wave of Disgust . A. wave ‘of disgust has swept our whole army as a result of what has been seen in this whole area. Many people are firmly convinced that ‘our government has no adequate machinery for tryimg and executing war criminals, They feel that unless laws are given teeth on the spot, it will never take effect. ; . So far discipline has prevented out-of-hand executions of camp superintendents.and others who have been caught by the infantry, Still they were handed over very reluctantly to the higher authorities. And if other atrocities of the same time come to light, frontier law may go into action. This would be.all right except that it would not be good for discipline and would reflect on the capacity of our governihent to define and carry out a cleancut policy.
