Mr. Benjamin was known by many as an eloquent, razor- -tongued foe of high public salaries and pork-barrel spending. Since he be-| came taxpayers" association secretary three years ago, there was hardly a civic issue in which he. didn’t participate in behalf of economy and reduced taxes. He opposed the step because he -harged that, while it called for ad-| itional taxes, the legislative proosal failed to provide for adequate | ublic controfs over the funds.
