FDR MAKES NEW
JOB"DRAFT PLEA
Frowns - Senate Bill As Doubt Arises Over Compromise. ,
WASHINGTON, March 9 (U.P), —President Roosevelt today renewed his plea for enactment of strong
men to war jobs, The voluntary manpower control | system, he told a news conference, has failed to produce a sufficient work force to supply the necessary materials of war, His discussion was viewed as a stimulus to congressional conferees | who. will start work soon on their| § efforts to write a compromise bill | acceptable to both. house and senate, ey The - house passed a bill some weeks ago which would provide fines and penalties for men 18 to 45 who refuse to stay in or take essential jobs:
House Penalties Omitted
The senate passed a hill yesterday which would give statutory backing to the war manpower commission's orders limiting the number of persons an employer may hire. .The senate provided penalties against recalcitrant employers, but none for workers. ’

SENATOR HITS
AT COMMUNISTS
Time Review of War's Political Verdicts. |
By LYLE C, WILSON | United Press Staff Correspondent | WASHINGTON, March 9.—Sena-| tor Arthur H. Vandenberg (R. Mich.) has taken another poke at| the Communists where it will hurt. | He made a speech yesterday in his | dual role of senator and delegate to the April 25 San Francisco security conference. Again he proposed that wartime political decisions being made now! and in the future in Europe shall ne | subject to impartial review when! peace is restored. Vandenberg first made that pro- | posal on Jan. 10 in a widely applauded senate speech. The applause scarcely had subsided, when American Communist speakers and writers opened a campaign against him which seemed to add up to a charge that he was peace, Poland at Fault Poland is the cause of Vandenberg's dislike of current political adjustments.
VOTE APPROVAL
Mr. Roosevelt made it clear today |
that he preferred the house bill. | He has sald so before, however And it still was believed doubtful, | to say the least, whether the senate | ever would accept such a bill. The issue was drawn clearly late

{Yar review plan he unqualified nature of the Cod assault on Vandenberg probably may fairly be.accepted as
|reflecting the views of Russian [Communists and of Marshal ‘Josef Stalin.
1 that assumption is correct there will be some basic disagreements at | San Francisco, not only as between various ‘delegations but among the American delegates themselves. Lt. Cmdr. Harold E. Stassen, former governor of Minnesota, who also is. a Republican conference delegate, has stated his own position in general terms. There seems to be nothing in it which would prevent him going-along with everything President Roosevelt, Stalin and Prime Minister Churchill are ‘knowh to .have agreed on at the Crimea conference.

Tomorrow there may be expected another barrage of attack against Vandenberg in the American Com- | munist press. The Communists already have said quite a bit.
