In July, 1934, this goal was the dream of the hospitals themselves and of a few men who believed that many people who needed hospital care were not able to afford it, These men sought a plan which would make it easy for such people to obtaim the right kind of care. With a loan of $7500 frem the | Cleveland Welfare federation, they | developed their plan, the first large-
scale venture of this type to be successful. With co-operation of eclvicminded employers, the association set up a payroll deduction seryice. Stibscribers. could choose ward or semi-private ‘service, and could include protection for their families. Monthly, insurance cost for a ward is: Single person, 60 cents; man and wife, $1.20; family, $1.50, which includes children up to 19 years of age. Semi-private room charges are 75 cents, $1.50 and $1.90. At first the plan included only general hospital and nursing care, laboratory tects, X-ray photos and anesthetics. .
