Planner Warns of Exodus

Reversing Congestion Following War. |

CHICAGO, Feb 23 (U. P.)~The| apartment dweller’s dream of a lit-| tle white cottage in the suburbs is a nightmare for Dr. Louis Wirth, Wirth, a University of Chicago | sociologist and director of planning . of the Illinois post-war planning, ' commission, foresees a day when the housing problem will be reversed—when the suburbs will be too crowded and the cities will be full of empty buildings inhabited only by rats. That's what will happen if people don't start rebuilding their cities, instead of moving out of them, he said today in an interview. After the war, he said, the city folks probably will resume their march on the.suburbs in greater numbers than ever before. He would not hazard a guess on how long it would be before now-crowded cities might become deserted villages.

Utilities Loss Seen . Unless a rebuilding program is started, he said, the cities eventually will be deserted, not only by residents, but by industry and investments—and finally by business.

“Millions of dollars invested in public utilities will. have been wasted,” Wirth added.’ “Cities will go into bankruptcy. Buildings will

decay. As the people move out, the rats will move in. “Moving to the suburbs is a

pleasant post-war prospect on the surface, but it is a short-sighted one. There is a limit to the distance from which people will commute, If the exodus starts again * after the war housing shortage ends, the suburban areas eventually will be swamped. In that case, we all will go down in. the same boat.” Calls for Planning Wirth said cities could be rebuilt effectively only by proper planning —planning of the kind of city the residents want, planning of attractions which hold people—education, recreation, public health, street cleaning and transportation. “Rejuvenating cities is not a matter of lifting by bootstraps,” Wirth "said. “Every puddle can't be a New York. Proper planning depends also on location, markets, natural resources, labor supply, skills and what the city can offer in competi= tion with other cities.” Wirth has his own ideas about how to rebuild the cities. For one thing, he suggested that railroad terminals be moved to the city limits. “Long distance train terminals don't need to come into the center of town, if local transportation is quate,” he. said. “Freight trains don’t need to
