Vargas’ Plan for Controlled Election May Bring ‘Explosion.’

If such elections are held will be strictly controlled, aceording to a letter addressed to Roberto Simonsén, president of the powerful federation of Sao Paulo industrialists and an intimate of President Vargas, . The letter was written by Euvaldo Lodi; president of the Confederation of the Industrial Associations of Brazil. A copy of the letter has reached me.

In this letter, Lodi declares the ballot will be given only to holders of professional identity cards. This means that of Brazil's population of . some 45,000,000, only about 4,000,000 will have the franchise. Of these, 2,000,000 are enrolled in govern- - ment-controlled unions heading up 10 the minister of justice and labor, Alexander Marcondes. “As for the vote of the workers,” Lodi’s letter reads, “the government can, without trouble, multiply the professional identity cards.” Older methods of fraud practiced “by former Brazilian political parties also are recommended. To further control the workers’ votes the letter suggests the lowest kind of labor espionage and the use of provocative agents, Industrialists will support Vargas, though reluctantly, Lodi says.
