NEW YORK, Jan. 19 (U. P= Thomas J. Walker, 68, U. S. cyustoms court judge, and brother of Postmaster General Frank C. Walker, died at St. Vincent's hospital yesterday. He had been ill for six weeks. He was a native. of Pennsylvania but spent most of his life in Butte, Mont. leaving there in 1940 to assume the New - York judgeship.
