counties, cities and towns. This was decided yesterday at a meeting of the directors to complete a 1945 legislative program. On the basis of last year's collections, the plan would give local units approximately $4,000,000 on the basis of the pre-war year, 1940, local units would get $2,400,000.

fourth and fifth class cities would be relieved of the responsibility of servinig as city judges, if another proposal of the league becomes law. City judges would be provided.

WASHINGTON, Jan. 12 (U, P) —The office of war information said in a lengthy report on China today that continued political and geographical disunity in the country after the defeat of Japan probably would precipitate “a recurrence of the old inter-necine conflict.” Failure to achieve unity between North China and South China, or among the various political factions | —the central government of Chiang { Kai-shek, the Chinese Communists {and the independent war lords—the {report said, would ruin all chances of establishing a strong China and would jeopardize world as well as Asiatic peace.

High Democrats Reported Ready to Challenge Senate Seat.

Reports from high sources in Washington and Indianapolis today indicated the Democratic state committee will officially protest the senate seat .of Homer E. Capehart.

The formal challenge is being. urged by persons prominent in the Democratic national committee. But the state committee reportedly has been selected as the agency to submit the protest to the senate committeee on privileges and elections. Probable reopening of the Capehart issue is said to have been on evidence gathered here by U. 8. | senate investigators. The investi- | sative staff left Indianapolis early |last weék, two weeks after a public {hearing of “election fraud” charges lin the Federal building.

Grounds Aren't Known

At that time, however, Mr, Capehart's eligibility was not questioned.
