Premier Believed to Have Joined Quisling Band Of Refugees.

Times Foreign Service BERN, Switze , Dec. T.—~Hungary’s Quisling puripet Premier, Maj. Ferenc Szalasi, has fled to Germany. The Germans #escribe the trip as a “courtesy visit to fuehrer Hitler,” They state that Szlasi will alsa be received by Foreign Minister Col. Joachim Von RibBentrop. The Hungarian “fuehrer” has actually joined the select little band of Balkan Quislings refuging at Semmering, near Vienna, it is believed here. This collection includes the Ser= bian, Milan Nedic; the Bulgarian, Alexander Zankov, and the dean of all east European Quislings, the Romanian, Horia Sima. Budapest in Chaos Meanwhil¢, the Hungarian administration is said to be in a state of chaos if existent. Residents of Budapest are using the few roads open west of the capital to get out of the,city as soon as possible But for each evacuee who leaves, two refugees from the east arrive, so the capital's population has doubled. There are neither-trains nor automobiles. All males from 16 to 60 have been ordered to leave and have been warned that they must travel on foot 12% miles before reaching their destinations since no trains are available. Famine threatens the capital as all supplies from the east have ceased
